US jobs, services sector data point to growth rebound

The number of Americans filing new claims for jobless benefits fell more than expected last week while activity in the services sector hit a six-month high in March, underscoring the economy's solid fundamentals despite a recent softening in growth. Harsh weather, the now-settled labor dispute at the country's busy West Coast ports, softer global demand and a strong dollar undercut growth early in the first quarter. Thursday's upbeat reports, however, implied the slowdown would be temporary. "The good news is that claims and the services sector data suggest the economy has gained some momentum heading into the second quarter," said Ryan Sweet, a senior economist at Moody's Analytics in West Chester, Pennsylvania. Initial claims for state unemployment benefits dropped 9,000 to a seasonally adjusted 282,000 for the week ended March 21, the Labor Department said. Central banks agree new rules for FX market conduct

Banks must prevent traders sharing order information under a new global code of conduct that bans traditional slang usages and gives dealers more guidelines for what they can and cannot say about the world's biggest financial market. The 8-page document, seen by Reuters, is part of efforts to head off future abuses after two years of scandal over market manipulation. It was agreed this month by the foreign exchange market committees run by all of the developed world's major central banks. It will sit as a global guide on top of the existing codes approved by each committee and also instructs asset managers to work harder at ensuring they are getting the best deal they can on currency transactions for their clients. "FX market participants are advised to apply the global 'high-level principles' set out in this document to the FX market as it evolves, including with respect to new FX products, processes and technologies," the document, dated March 12

China's economic slowdown has pushed policy makers toward stimulus measures, spurring analyst concerns about whether long-sought reforms may fall by the wayside. "While structural reforms remain at the top of the policy agenda, the recent cyclical slowdown has made advancing them less urgent than was the case six months ago," Barclays said in a note Tuesday. Did lower oil prices help the economy at all?

The oil price plunge has been touted as a global growth elixir, but so far the impact on the economy has been subtle and it's unclear when that will change. "Local fuel prices have almost fully adjusted to lower crude oil prices," Goldman Sachs said in a note last week after tracking data from 24 countries. But it expects the stimulus impact on the economy won't be straightforward, depending on whether low prices are perceived as likely to persist and government policy responses. "Income gains of households might not necessarily translate into significant spending rises," it said, adding that corporate gains would likely be reflected more slowly. For companies, "the price pass-through mechanism is quite complex, with oil windfalls spread out to dividends, wages, and retained earnings, not necessarily spilled over directly to consumers via lower retail prices," Goldman said. Foreign banks tighten lending rules for China state-backed firms

Some banks are adopting stricter lending criteria for China's state-owned enterprises (SOEs), demanding collateral from some companies they used to deem as safe as government debt, as Beijing tries to reform its bloated firms and the economy slows. Singapore's DBS Group, which recently suffered a loss on a bad loan to an SOE-related firm it had assessed as risk-free, plans to launch a "decision grid" to assess the creditworthiness of SOEs, according to draft internal risk guidelines reviewed by Reuters. A banker at Taiwan's Chang Hwa Commercial Bank said that from the beginning of this year his bank would only lend to state-owned Chinese companies that provide collateral, in recognition that SOEs were no longer risk free. Activity in China's factory sector contracted for a second straight month in February on unsteady exports and slowing investment, an official survey showed on Sunday, reinforcing bets that more policy loosening is needed to lift the economy. The official Purchasing Managers' Index (PMI) inched up to 49.9 in February from January's 49.8, a whisker below the 50-point level that separates growth from contraction on a monthly basis. Analysts polled by Reuters had forecast a weaker reading of 49.7. A separate official services PMI, also released on Sunday, showed growth in the sector accelerated to 53.9, up from 53.7 in January. Accounting for 48 percent of China's $10.2 trillion economy last year, the services sector has weathered the growth downturn better than factories, partly because it depends less on foreign demand.
